Can surgery reduce the appearance of a keloid scar?

Question:

My 17 year-old daughter has a keloid scar which extends from her buttocks to the top of her leg. As you can appreciate, she is very aware of this and would like to know if surgery would help reduce this ugly scar which is the result of a childhood accident where she was cut by glass.

The wound was cleaned and sutured by the on-–call SHO who used no form of sedation in Accident and Emergency. Can anyone help her?
