What must my BMI be for Breast Reduction Surgery?

Dear Aurora Clinics, I am 18 years old and have had large breasts all my life. I have been to my doctor about having breast reduction on the NHS but he said I have to have a BMI between 25 and 27.

My BMI is 31 which technically makes me obese. I am clearly not obese as I am only size 12, but my breasts are currently a 30J!

I was just wondering if I really must have a BMI between 25 and 27 to get a breast reduction with you as I feel I am unable to lose around 3 stone quickly and cannot deal with the pain and depression much longer.
